The initial step is a simple "Hi" along with a smile. Then keep walking. Get comfortable just saying "Hi" to girls. Then as step two when they say "Hi" back or ask you a question, reply to the question, or comment on something which she has her interest on to continue the conversation. For example, if you are in a book shop and she is looking at a book on cooking, ask her what she thinks of that book. Is it any good?
Conversations develop naturally. Do not push it. Familiarize yourself with her prior to deciding that you like her.
Obviously, there is a whole lot more to it, however these are excellent basics to start with. If you are using gradients eventually you will learn how to meet women.
